 The politician.
 He was born in Hyogo Pref. in 1836.
 When he was a Kyoto governor he made Kyoto Sosui .
 Kyoto Sosui is the canal where pours the water
 of Lake Biwa into Kyoto.
 He died in 1915 at the age of 79.
